Phoebe was born on November 2, 1972, in Northfield, IL.  She was coached by Bela and Marta Karolyi.  Before taking up gymnastics, Mills was a speed skater.  After retiring from gymnastics, she attended the University of Miami where she was a competitive diver.  After graduating, she made her way to Vermont where she worked as a snowboard instructor at Okemo Mountain.  

Mills, who currently lives in Londonderry, VT, recently graduated from the University of Vermont Law School and intends to practice environmental law.  She's still involved in snowboarding:  in 2005 she was elected as the vice president of the USA Snowboarding Association.
